Komisariat tersebut adalah struktur organisasi perhimpunan dokter umum Indonesia di tingkat Kabupaten/Kota. Kalau di tingkat Provinsi namanya cabang dan kalau IDI Wilayah, sementara di Kabupaten/Kota namanya IDI cabang.
Di tambahkan Dr.Abraham bahwa kami ini adalah anak dari induk organisasi Ikatan dokter Indonesia (IDI) secara nasional dan Rumah besarnya ikatan dokter Indonesia,kami penghuninya, tapi penghuni yang terbanyak jumlahnya dari seluruh dokter yang ada di Indonesia.
Dari 200 lebih dokter,154 ribu dokter adalah dokter umum,3/4 penghuni Rumah besar itu adalah dokter umum dan oleh karena itu kami mengesahkan bahwa ” dokter umum adalah pilar utama dari ikatan dokter Indonesia ”
